A court in Moscow arrested the former deputy chairman of the Moscow region government Svetlana Strigunkova, suspected of receiving bribes worth 123 million rubles. According to investigators, she helped builders obtain profitable government contracts. What did she spend the money on?

Why was Strigunkova arrested?

The Tverskoy District Court of Moscow arrested Strigunkova until June 15. At the meeting, the investigator also announced the amount of bribes – no less than 123 million rubles. She faces a sentence of up to 15 years in prison under the sixth part of Article 290 of the Criminal Code of the Russian Federation (*aggressor country) (receiving a bribe on an especially large scale).

Even before the trial, searches were carried out in Strigunkova’s apartments. Security forces found large sums of money and luxury items. During the meeting, the ex-official asked to be placed under house arrest, citing sick parents who needed to be looked after. However, the court refused the request, taking into account the fact that the detainee had a foreign passport and foreign real estate registered in the name of third parties.

According to investigators, Strigunkova regularly received money from construction companies both while working in the Moscow Region Ministry of Health and in her position in the Government of the Moscow Region, where she continued to supervise medical institutions. Investigators believe that she was later replaced in criminal schemes by Alexander Zakharov, who was detained as part of the same case on January 16.

It is possible that it was he who could testify against the boss: after the official was detained – in March – Strigunkova wrote a letter of resignation, perhaps in the hope that troubles would pass her by.

This is not the first scandal this year in the government of the Moscow region: on April 19, the ex-minister of energy of the Moscow region was sent under house arrest for two months Alexandra Samarinasuspected of abuse of power. And on April 8, she unexpectedly resigned from the post of vice-governor Irina Kaklyugina, who oversaw the education of the Moscow region. She went to work in Moscow – with a demotion to the head of one of the capital’s departments.

Who is Svetlana Strigunkova

Svetlana Strigunkova is 44 years old, she comes from the Moscow region, was born in Vidnoye, where she is registered to this day. Here she got married and gave birth to a daughter – the girl is already graduating from the Faculty of Media at the Higher School of Economics.

She began working in the regional government in 2001 as a leading specialist in the department of financial and budgetary regulation of the Ministry of Economy. Quite quickly she rose to the rank of head of the department’s government programs department.

In February 2014, Strigunkova was appointed to the post of Deputy Minister of Economy of the Moscow Region; since May 2015, she served as First Deputy Minister of Economy of the Moscow Region. Four years later, she moved to the position of First Deputy Minister of Health of the Moscow Region, and a few months later, in January 2020, she became the Governor of the Moscow Region Andrey Vorobyov appointed her regional health minister.

In 2018, as First Deputy Minister of Economics and Finance of the Moscow Region, Strigunkova earned almost seven and a half million rubles, of which her husband earned only 304 thousand. A year later, having transferred to the post of Minister of Health, the official declared more than nine million rubles, and in 2020 her income amounted to almost 20 million.

All these years, only two modest cars were included in the declaration – KIA Rio and Suzuki Grand Vitara, purchased back in 2012. At the same time, the official indicated three apartments with an area of ​​51, 61 and 84.1 square meters, respectively. In addition, the family used a house of 314 square meters.

Real estate of the ex-minister’s family

Life.ru tried to find the property of the Strigunkova family. It was mainly concentrated in her native Vidnoye. Here was found the same three-story house indicated in the declaration, apparently belonging to the family of the ex-official. By the way, according to the cadastre, there are only two floors in it; the third, attic, judging by the difference in materials, was raised later without permission. The owners sold the plot below it – an area of ​​just over five hundred square meters – a little over a year ago for 3.2 million rubles.

Members of the Strigunkova family are registered in the city at two addresses. One of them is located in a new residential complex on Raduzhnaya Street. There is a three-ruble apartment with an area of ​​80 square meters, near which you can meet the husband and daughter of the former regional minister. The cost per square meter in this complex is within 200 thousand rubles. Consequently, the Strigunkovs’ apartment on the market could now cost about 16–20 million rubles.

The second address is located right next to the residential complex on Raduzhnaya – in Bitsevsky Proezd. Another new building, but simpler – panel.

Ruzheyny Lane is very popular among the capital’s businessmen and officials. In one of the local high-rise buildings there is an apartment with an area of ​​80 square meters and costing about 50 million rubles. The husband of the ex-minister could appear at this address.
